The Three Days Curfew Abia State

The Governor Of Abia State, Chief Okezie Ikpeazu in a press briefing has declared three days curfew in Abia state. Abia State has for the past few days been the focus of security searchlight occasioned by the reported skirmish between some groups in the State, especially Indigenous People of Biafra (IPOB) with men of the Nigerian Army. Government notes and has observed the frenzy of activities of members of IPOB within Afara – Umuahia, the ancestral home of the leader of IPOB for some months now. Government is equally aware of the recent proclamation by the Nigerian Army of Operation Python Dance II within the South – East geopolitical region of Nigeria. The operation as declared by the Army is intended to check kidnapping, banditry, assassination, secessionist activities within the region, amongst other forms of criminal activities. The recent confrontation between the Nigerian Army and members of IPOB on Sunday, 10th September, 2017, could presumably be attributed to the commencement of the said Operation Python Dance II. The Abia State Government unequivocally states that Abia is a component State of the Federal Republic of Nigeria and subscribes to the supremacy of the Constitution of the Federal Republic of Nigeria and all other extant laws. While the Government of Abia State recognizes the right of the Nigerian Army and other security agencies, to perform their statutory duty of protection of lives and property of Nigerian citizens, such duties must be carried out within acclaimed Nigerian and international standards of engagement with the civil populace, with due respect to the human rights of citizens and sanctity of human lives. The Abia State Government is committed to the protection of the lives and properties of its citizens and others residing and doing business within the geographical entity called Abia State. Abians and others living within Abia, are advised to remain law abiding and carry on their lawful business without fear, as efforts by Government will be made to reduce friction between the civil populace and military personnel in the State. Meanwhile, Aba residents are advised to observe a curfew from 6pm to 6am from today 12/09/2017 to 14/09/2017. Persons residing within the State are strongly advised to remain law abiding, while going about their lawful business without fear of molestation, and, not engage in any form of confrontation with military personnel or other security agents. The Government recognizes the constitutional Right to Freedom of Movement for all Nigerians, but objects to the influx of people into Abia State for purposes of unsettling the enduring peace in the State. Finally, Abia State will co – operate with security agencies to maintain the rule of law and order in the State.

This Service wish to inform the general public that it has uncovered and foiled sinister plans by Islamic State of West Africa (ISWA) terrorists to cause mayhem and destruction that would have disrupted the Eid-Kabir Sallah festivities of 1st – 4th September, 2017. The plan was to conduct gun attacks and suicide bombing on selected targets in the Federal Capital Territory, Abuja, Kano, Kaduna, Niger, Bauchi, Yobe and Borno States. 2. The mastermind of the operation is Husseini MAI-TANGARAN, a well known senior ISWA commander who has been on the Service and Nigeria Army radar since 2012, when he spearheaded the armed attacks on the office of the Assistant Inspector General of Police (AIG) Zone I, on 20th January, 2012, as well as other public places in Kano. MAI-TANGARAN was also responsible for the deadly explosive attacks against worshippers at the Kano Central Mosque as well as an attack on a military formation in Yobe State in 2015, which claimed hundreds of lives. 3. Under the banner of the Islamic State in West Africa (ISWA) which he belongs, MAI-TANGARAN, an IED expert had been prepping and priming others for the perpetration of suicide bombing attacks carried out by the group in the past within the North-East region. 4. He was arrested in Kano, on 31st August, 2017, and further exploitation, led to the arrest of one Abdulkadir Umar MOHAMMED by the Service on 2nd September, 2017, at Kantin Kwari Market in Fagge LGA, Kano. MOHAMMED was a fighter of the sect who left the conclave of the group in the Sambisa forest, to join ranks with ISMAILA towards carrying out the attacks being planned by the group. 5. Also, another accomplice in the plot, one Muhammad ALI was arrested on 3rd September 2017, at Sheka area in Kumbotso LGA of the State. Prior to his arrest, ALI was the financial courier of the group in Kano. He was one of the conduits through which funds and other material logistics were channeled to the group from foreign extremist elements/ sponsors. Like Abdulkadir Umar MOHAMMED, ALI was involved in the plot to perpetrate the planned attacks in Kano and other States in the North during the just concluded Eid-Kabir celebration. 6. Furthermore, in a related tactical operation on 3rd September, 2017, the Service apprehended the duo of one Yahaya Mohammed ABATCHA and Yusuf MOHAMMED, along Top Medical Road, close to Mobile Quarters in Tunga area of Minna city, Niger State. ABATCHA and MOHAMMED are both fighters of the Habib Al-BARNAWI-led Islamic State of West Africa (ISWA). The duo are the leading elements of a cell of the extremist group and have been hibernating and furthering the doctrines of the group in the city. They were also to be responsible for operations in FCT Abuja, Kaduna and Niger States. 7. In Borno, Bauchi, Yobe and Gombe axis, based on credible intelligence, the Service in concert with sister security agencies, conducted a counter-terrorism operation on 29th August, 2017. This resulted in the apprehension of one Abdulkarim MOHAMMED aka BABA MAIGIWA, at Ajilani area of Jere LGA in Borno State. BABA MAIGIWA was apprehended based on intelligence which indicates his status as a spy/ double agent to the Boko Haram group in the North-East region. The suspect has been spying on targets in Maiduguri, particularly troops’ deployments/positioning and subsequently passing same to elements of the group in Sambisa forest, while also pretending to be working for the security forces. 8. Meanwhile, in a follow up operation after the arrest of Baba MAIGIWA, the Service further arrested the three (3) individuals who are currently cooperating in providing useful information on the diabolical plans of the group. Meanwhile, two (2) golf saloon cars, one ford vehicle which was serving as logistic vehicles have since been intercepted. 9. In a bid to stem the flow of arms and ammunition in the ongoing criminality and gangsterism in Benue State being perpetrated by Gana AKWAZA-led gangs, the Service arrested Moses PEVERGA in Abuja. Subject who is based in Lokoja, was trailed and apprehended after investigations revealed him to be a major source of arms supply to the GANA group and other criminal groups to perpetrate the violence in Benue and other adjoining States of Kogi and Nassarawa. The Service is pursuing other leads to arrest other individuals who are believed to be involved in these plans. 10. This Service wish to thank the general public for its support and cooperation in providing useful information on criminal and terrorist elements in their domain. The Service also wish to reiterate its stance that no matter how long, every perpetrator of violence and criminality against the Nigerian State and its law-abiding citizens, shall be made to face the full course of justice.

Press Briefing By Chris O.Ezike, Commissioner Of Police,Imo State Command On Thursday 7Th,September 2017.

Gentlemen of the Press,

I address you this afternoon with a lot of mixed feelings. I am delighted that the Police Command under my watch has made major break throughs in criminal investigation leading to the arrest of dare-devil suspected criminals, recovery of exhibits and dismantling of the various criminal gangs/cells.
However, I am pained by the fact that some of the activities of these enemies of society have brought sadness, anxiety and general apprehension to Nigerians especially with the abduction and murder of Rev. Fr. Cyriacus Onunkwo of Umuotuasi Village, Osina in Ideato North LGA of Imo State on 1st September, 2017 at Banana Junction Orlu, Imo State.
Consequently this press briefing will address three major break throughs by detectives/Operatives of Imo State Command which investigation has been painstaking, ardous, passionate, detailed and fruithful.

KIDNAPPING/ARMED ROBBERY/MURDER OF REV. FR. CYRIACUS ONUNKWO:-

On the 1st of September, 2017 at about 2035hrs, Police received a report that four armed men using a Toyota Avalon car double-crossed Rev. Fr. Cyriacus Onunkwo who was driving in his Toyota Corrolla car with Registration No. IMO KED 290 AA, grey in colour, abducted him into their Avalon car and sped off to unknown destination. The incident was said to have happened at Banana Junction, Orlu. The Police subsequently declared a search and on 2nd September, 2017, the Divisional Police Officer Omuma reported that an unidentified corpse of a man was seen in his area of jurisdiction and recovered to the mortuary. In furtherance thereof, Rev. Fr. Kenneth Obialisi and DPO Orlu were alerted and they rushed to Omuma and identified the corpse as that of the Kidnapped Rev. Fr. Cyriacus Onunkwo.

It became a sad moment for the Command because of the unusual nature of the incident and the speed with which events unfolded leading to death. The Inspector-General of Police IGP Ibrhim K. Idris NPM, mni saddened by this development ordered full scale investigation. He directed that I should place all assets of the Command at the disposal of the investigation team to solve the problem.
In compliance with the Inspector-General’s directive, I visited the Bishop of Orlu His Lordship Bishop Augustine Ukwuoma, the native Parish of the deceased Reverend St. Mary’s Parish Osina and the family of the Onunkwo’s at Osina on Monday 4th September, 2017. I ended the visit with a stop over on the ArchBishop of Owerri ArchBishop Anthony J.  Obina. The visit was to express the condolences of the IGP and the Command and also enable me cultivate/build confidence in the investigative journey ahead. It paid off.
The investigating team using Forensic technology and backed up by hardwork, commitment, passion and hunger for success arrested Ex-Cpl Jude Madu who was found in possession of late Rev. Fr. Onunkwo’s Infinix telephone handset. Through a process of Intelligence/Investigative reconstruction, the following suspects were thereafter arrested:-

This investigation is 5days old today and investigators traversed three States of Anambra, Imo and Rivers State to achieve great results. Though Rev. Fr. Cyriacus Onunkwo died, his spirit lives on and will obviously teach the lesson that criminal impunity has a price.

The investigators have continuously kept awake for 5days now and I am happy that their efforts were not in vain. I salute the courage and tenacity of the men of SARS Imo State Command and assure them that their hardwork shall be rewarded.
The Investigation is continuing because suspects have made other confessions not related to the case under investigation, which require extensive probing. From the evidence available which is consistent with investigative thoughts, Re. Fr. Onunkwo was abducted, tied up, his mouth cello taped and  dumped in the booth of the Avalon car by the dare-devil hoodlums. He apparently gasped for air and could not make it. This interim finding is yet to be supported with scientific examination and opinion which further investigation intend to explore. For now, though we lost, humanity has won plentifully.
